So, I have downloaded the expansion-like mod, and loved it so far, yet there are some things that are bugging me:
First of all, the Soviets don't start with any unit at all, unless it is a bug ( and I believe so because of what I'm going to say later), it is unfair to see how the soviets have to spend valuable resources and seconds at the very beginning of the game, this means that they start to capture sectors / build stuff later than its allies / enemies.
And what bugs me even more is the fact that the Ostheer starts with two engineers ( this is why I believe it is a bug), knowing that the Soviets starts with none.
Second, although not that important, the Heavy MG 34 operator of the Ostheer doesn't seem to be able to deploy his MG freely, like the other factions, he has to be inside a building or attack someone in order to deploy it.
Other than that, the mod is awesome.

The fact that Soviets start with zero units and Ostheer with two is not a bug and it was designed like that.
That's why Soviets start with more resources. As far as I have tested the HMG 34 Team deployed fine in the ground.

Oh, that was intended to simulate the beginning of Operation Barbarossa ( Germans attacking the Soviets by surprise)?
And does the Ingeniery take less time to produce than the Ostheers Engineer?

Ingeniery build fast than Ostheer pioneers ;)
Your tier 1 arrives at the same time like the other tier 1 building. There is no problem.

Anyway, about the MG 34, I could set it up a few matches ago without any problem.
