I know that it is already an existing doctrine with the Panzer Elite but I think their should be a sect of it for the Russians.
After all they are the ones who first used scorched earth tactics in the war when winter storms came that helped push back the invaders.

Good idea, but the doctrines they have made so far seems good too so their is no reason to chance them, this late in the process.

Well if you consider one unit as more viable then say a winter storm in the case of true scorched earth philosophy then well ... that's sad. ::)
Hell even just a simple mechanic as a rigged strategic point that upon activation drains some resources instead of reinforce would be nice but its just a suggestion..

about a redesign of the soviets at this point, when they're
just ... about... released. So shush :)
Perhaps afterwards, through redesign/continuous balance/
patch, shall see. Always a possibility. Although I fear they'll
jump right into ostheer (More germans!!!) and campaigns ;)
Check the partisans, though. About same thing.
