Which kind of men (red army) can capture or recapture paks?

None. The Soviet Union can't capture weapons on the ground. It's part of the mechanics to balance the Soviet Union.

Nope, this was done because currently it's not possible to make new races able to capture teamweapons ;)

Picking up weapons causes a crash?
My conscripts were happily shooting up volks with a captured LMG just a minute ago :)

First of all, we're talking about recrewing heavy weapons.
For those, who don't know: Heavy weapons are AT-guns, mortars, HMGs and stuff like this.
Squad weapons like MG42 can still be picked up!
The next thing to know is, that currently, it's not possible for new faction to have a recrew-option.
Because of that, it functions as a "special feature" for the Red Army. Perhaps some time in the future, the DEVs figure out how to do it, and then... Well, we'll see.
