Ok, easy solution for all you "Soviet`s are OP" folk`s:
1. Increase damage of Panthers, Tigers, Kings and Jagds against Soviet armor.
2.Increase damage of MG`42 against conscripts by 15%, Strelky 10%, Guards 5%
3.Mortar fires 25% slower, 20% range decrese
4.Snipers go 300mp per team (but pop goes from 5 to 4)
5.Tank Hunters 35% less effective against buildings, 15-20% against vehicles
6.Partisans go 400MP
And just a thought, why do`nt you modify Axis weapons or units?
And I noticed that every single Soviet unit was declared over powered . . . except one,
so I say it Kathusa is overpowerd. happy now?
One note to the Dev`s, game is 90% well balanced, the only problem is no one uses the right tactic against Soviet`s, but my suggestions should make it up for that.

They are not changing any of the current vcoh armies.
Your suggestion of a solution is more of a super hard impossible way to balance things. Also not many units needs changing its mostly costs and buggy units. It's really just minor changes, I made a nice list of it

no nead to change vcoh armies, just soviet dmg tables.
For me, Soviets need no balance. I played with every faction and devised quite effective strategies... I`m only annoyed that everyone want`s to change every single Soviet unit... :'(
