Title: Does the Soviet command unit give bonuses to soldiers around them?

The description of it says that it does but I've never been sure since you don't get any kind of icon around the nearby soldiers.  Do they basically act like the Lieutenant units for the British, giving attack bonuses?

No bonuses when charge ability is not used.
