I right now, and only a Sturmann, and I want to be a better Panzer Elite player. PLEASE take these in mind while answering:
1. My favorite is Scorched Earth Tactics and usually select it.
2. I want a build order for Panzer Elite on Standard Resources
3. I want to know whether to build Logistik Kompanie or Kampfgruppe Kompanie.
I know there is another thread on this, but that thread is for the red army.

well for one don't try to have a "favorite" tech tree. That is a "noobish" thing to do. Build your tech tree around what the Soviets do, (or other factions). Wait to see what they have picked and then pick what is best to fight against that. That goes for all countries you play as. Also against Russia I have found spaming some nice assault grenadiers a good way to fight off spam (with a flakpanzer or some flak cannons it makes a nice wall of lead)

True. Doctrines are made to help you win when you know you might loose, thats why call-ins cost no fuel but are MP expensive.
Scorched Earth should be used when youre being outcapped(traps).
The build order are:
Tier I and III (good vs UK) - 4 man MP44 squads + Marders
Tier II and IV (when having high fuel income) - qucik PzIV + Shrecks
Tier II and III - quick AC, shreck support
Tier II III and IV (usually not 1v1 games) - quick Panthers
When youre plaing vs UK you may need granades vs emplacements.

for vs Americans rush the armored car with the 20mm cannon it will rape their infantry then start building anti tank units.
for vs British just take your time and capture the map around where they set up quickly cause the British are too slow and crap.

Against England I have found the funniest tactic is to in fact rush his base with motorcycles. The English have no where to run (men can't hide inside their base) so they sit there and die

I am not a master at PE, but at least against the AI of US and UK I still win, so I guess I can give a little tips, correct me if I am wrong...
The tips is to know what you will use more, infantry or vehicle...
If infantry then you should upgrade tank buster quickly or go T3 quickly, Tank Buster good against enemy that mostly use vehicle while T3 good against spam, then take increase squad size for survivability...
If you focus more on vehicle upgrade advance repair is necessary and build Armored car then Marder or go Panther, Armored Car for Infantry while Marder/Panther for the armor, the PG become passive helper (upgrade with MP 44 or "their-first-upgrade-that-I-forget-name is good way)...
When against US it will be good to focus on Anti-Infantry while UK will be good if you focus on Anti-Building...
No matter what, tank buster is a must at late game...
About doctrine, it can go both way: You can choose when you seem will be defeated or you can choose when you can feel it...
Scorched Earth focus on Map Control which mean you need to be very fast at cap and try as good as possible to trap your enemy...
I can't give anymore tips for this as I am yet to master it...

PE scorched earth is probably the worst doctrine in the game possibly. The booby traps are more of a deterrent than useful, once you know someones gone trap crazy you just watch your guys every time they cap and the scorch ability hurts you and the enemy and it does not take much to repair the point. The Hummels are the only thing I like but that is a long road to travel just for them and to make matters worse, if you want all 3 you will not have an army for the most part with viscous recharge times until vet 3 not to add how squishy they are, as Americans I bomb and land troops on them all the time to the point where half their army is concentrated at defending the damn things. This is a prime strategy keep in mind, if your opponent is so attached to a kind of unit, threatening that unit give you a nice opening somewhere else.
