that some units names are translated from russian to english, but some are transliterated (usually incorrect). Why it is not all translated OR transliterated?

I think your list of transliterated names is a perfect example of why we translated most of the names.
We wanted a 'Russian' feel to the faction unit names, but we only chose to use the Russian words in cases where they are very easily pronounceable in most Latin languages. Ingenery and Strelky are obvious and sound pretty cool in English, but how on Earth would a non-Russo speaker know how to pronounce Udarnye Gvardeytsy or Komendantski Vzvod?
Also this fits with the style of how German units names are represented.

But for Engenery more correct will be Sapery/Shturmovye Sapery
And correct transliteration of Стрелки will be Strelki not Strelky.
Also, IMHO You should add name for Mortar and Katyusha. It must be "PM-38 Mortar" and "BM-13 Katyusha".

Like Relic, we don't have to use the full designated name for a piece of equipment etc. Its supposed to be a quick one/two words,striking and easy to remember for the user whatever his/her language is

My vote for transliteration.
It is correct soviet names of "departments".
How you translate Охранный Отряд НКВД? (Ohranniy Otryad NKVD)
Or, how you translate Стрелковый Полк?
Transliteratoin is only one way.
Manual must translate & correct the Soviet names ...
