gonna buy...which is better to play multiplayer?
can steam players play people without steam or two seperate networks?

Game-wise is the same.

Yes, steam users can play with other users. It is an identical game. However, it's possible (unlikely but possible) you'll run into issues with the steam version, so the normal version might be easier for you.
