Just a suggestion
Set the Accuracy Increment Modifier for all ostheer infantry to 1.03 instead of 1.00 and compensate by lowering their accuracy with about 10%.
It will make it easier to hit someone, if all the infantry are close together and it would therefore work as a natural counter to blobing. It also make sense that it is easier to hit someone if you shoot against a large group of people. This stat is already in the weapon table, so it wouldn't be to much work to implement this.

Than blobing infantry (4 US rifle squads) would be 8388604 times easier to hit. 8)
Mulitiply instead of adding, count men instead of squads.
BREN LMG (most MGs do) has a 1.03 multiplier.

Wow, great suggestion. I can see this harming SU more than other factions though and the intent is to balance all factions against each other. I don't understand why all units don't have their AIM increased though. Blobbing should be punished to the fullest.

Ill also add that Pioneers have an anti spam recived dmg 1.05 modifier.

Anti blobbing should be the work of HMGs increasing their lethality enough to make it neigh impossible for a blob to stay around it at all when under fire from one.
If you increase the modifiers it would solve blobing in coh and give more late game use to HMGs....alas, people would cry too much and...well if Relic don't do it, we won't either cause it will mess with vanila balance

There would be no messing with the vanila ballance if only Ostheer Infantry had anti spam nerfs. I accually belive that those "bonuses" will be necessary if Ostheer will have a flamethrower.
Also I want Ostheer to have a buildable LMG 34 squad with 1.05 acc. increment (same as LMG42).

This passive ability is a penalty for pioneers, when pioneer squads are bunched up, they receive more damage.
Members of the same squad do not penalizes each other, but the additional pioneers nearby will each give a penalty.
Give this passive ability to easy spammable and most spammed Soviet units such as Conscripts or Partizans. That would be nice and well for balance. No nerf for Ostheer necessary, because it's a penalty ability for blobbed squads that are shot at.
All in all a very nice idea to add more balance to the game.
