I was wondering mostly about the Russian Tank Hunter's anti-infantry capability with their anti-tank rifles, but since there's also a decent amount of changes from the last time I've played this wonderful mod, I was hoping there'd be an easier method to see the stats than sifting the forums and reading through all the patch notes. The wiki link on these forums appears to be dead.

Most likely you'll have to settle down for using the "search" option. Try "changelog".
Considering TH AI effectiveness, it is a mere shadow of what it once used to be, but some folks are still saying, it's way to much for them TH.

I think he ment Cosix. Cosix mod studio is a program used for modding the Company of Heroes titles and DOW games. You can use Corsix to open up and find the archives that has the data you are looking for.

That's right, but since you don't appear to be familiar with it at all, you most likely will end up confused and disappointed.
Anyway, you'll need to:
1) download it, then
2) run the program,
3) select "open CoH OF mod"
4) browse your main CoH directory (the one, containing "RelicCOH.exe" - use search, if needed),
5) open "eastern_front.module" file,
find whatever you're looking for within.
P.S.: If I were you, I would just settle for this explanation: PTRD have severe accuracy penalty against infantry targets.

And the mosins they have do 15 damage, same as grens. That's why they're pretty decent against infantry.
