Title: [1.3.1.0] Shock Guard Upgrade

Yeah IIRC its 50 fuel and 100 munitions

It adds one squad member with ppsh and slow ability
No one uses it because its underpowered and overpriced. kinda like su-100(if I can make that relation because I know its being removed)

A price reduction is required. Opinions?
