Title: light AT halftrack focus fire on conscripts not 1 hit kill?

just wondering because when a light AT halftrack uses "Focus Firing" (forgot the exact name of the ability but it is the one where it makes it super accurate and as far as I know from companyofheroes.wikia.com and other gameplay should be a 1 hit kill on infantry) I saw that it didn't 1 hit kill conscripts. Is this a bug or is this intended for some reason?

Conscripts do not have any modifier as entity bonus, they use the same armour than Engineers, Pioneers(vet0), Riflemen(vet0), volks(vet0) and are the infantry with the lowest amount of health in CoH/EF. Just bad luck.

EDIT:
LOL, Concripts are the second one, in fact Ingenery squads have the lowest HP per entity prize :P.
