I think there should be more artillery for the Soviets. But maybe i don't know the real reason the Dev's made it that Soviets can only make one firebase. If one could explain that would be nice. Thank you

Simple answer (before the balancers get here): Balance :P
No other faction besides Brits can made arty bases w/o doctrine problems (US need 105 Howie, Wehr need Nebels which kinda suck, PE needs Hummels). But Brits is generally seen as crap so....yeah :P

as for more arty though, i dont see much in the works for soviet, but the heavy mortar upgrade really improves the mortar, making it arty-like. also there MAY be some reward units if suggested.

And also the Propaganda Doctrine is heavily invested in arty in addition to some powerful units. Almost like a Brit arty doctrine :o

Build 2 107mm mortars they are the perfect artillery arm for almost any game. CS, sharpshooter and Sniper ace have precision artillery strikes, (I think there is a glitch with sharpshooter PAS though), Fire bases vet fast but 107s vet faster. 3 Katy's with consecutive "shoot and scoot" move orders are Muy Grosso damage wise but vet slowly. For a while there was an exploit where you could build any number of fire bases; immaculate carnage, great fun; but totally unbalanced and quickly boring.
Don't let the NI fool you. Propaganda is an artillerist dream come true. The other doctrines have the KV2 and SU152, They are no slouches either. I am uncomfortable (read as incompetent) with SU122s. This too will doubtless change.
My only kvetch with Soviet Artillery is the OBR. Perhaps I am not using it properly but it seems like it is overranged by the Axis mortar units. and susceptable to infantry charges as well. My knee jerk reaction is give me a movable OBR but I probably don't understand OBR range yet.
The Sovs don't really need more artillery options. As you start to play around with them I think you'll agree.
Question: if I start to build a firebase, stop and capture and abandoned firebase and then continue to build the original fire base will my build complete, stop at 100% built blued out (Artillery Reserve), or simply abort?

You would have 2 firebases.
