I've been playing EF games (great work modders.) with my friends 1v1 and soviet mortars along with conscript zerging are a major OP combo that always win his game. I suggest to look at needs to be looked at.
Their mortars can wipe out a whole grands squad in 1 blow most of the time :o
Also their fast regen MP would be an advantage to them in mid/late game.

You try tanks?
Hold em off long enough to get tanks out. Then you're in business. Conscripts can't kill tanks.

Blitzkrieg Tactics--> Assault Grenadiers + StuH without fuel you just need command points.

Well I run into the problem of Tank hunter spam when I get any tanks out there. The player PACKED the TH's and took out my base in 15min

As always best thing to do is to post the replay where this happend and we can point out your shortcomings/consider the balance issue.

I think the problem is the fact that the resources going towards the military strength prevent the player from gathering enough to tech up to tanks .....

I have to agree that the mortar team for the soviets is over powered. Mortars on both sides don't nearly have the same amount as punch as the soviet model.
One could argue that the rate of fire is slower, but if you're the type of person that knows how to clog up a player with plenty of conscripts, and don't care for friendly fire, you can really clean house with the conscript/mortar combo.
Secondly, I know the soviets are meant to zergling. Yes, they're very, very easy to suppress but I think their HP/Defense level is a bit to high for being ill equipped and poorly trained.

True but this has nothin to do with the mortar. It is a problem with the cheap tier 1 and the extra strating manpower
The mortar is a very deadly unit, but if you catch it of guard you can kill it and their is no way he can recrew it 325 manpower lost.
To counter a mortar your infantry have to keep moveing, until you get some of the units mentioned above that can deal with it or you flank it with your infantry.

You sure got that right. Russian heavy mortar are powerful, but slow firing and inaccurate, leading to lots of friendly losses. Upgraded, they cost a heap too.
The conscripts are pretty soft, and the mortars can be counter-mortared off the map pretty easy by the more accurate (if less powerful) opposition mortar teams. They're also vulnerable to anything fast moving, or a sniper.

Sovs are fine! Its only been out for 3 1/2 mouths! No one is used to it. Give it time, you will learn how to deal with it.
