Germany of course, they practically invented the thing! The Americans used it first against the British and then in the Civil War, but the Germans used them best. They had good communications between submarines with the ENIGMA encryption device and also because of this hunted in "Wolf Packs". They sank millions of ton of Allied shipping in both world wars. I usually don't agree with a lot of these "Best" posts, but I got to give it to the Germans on this one.

The German submarines allmost won the war for the Nazis. no doubt the germans had the best submarines.

Apart from Bismarck and Tirpitz the U-boats were the most feared component of Kriegsmarine branch of Wehrmacht. Moreover not only the submarines itself were good, but they had very well trained crew that served on them, which maked them even more succesful and feared...so in all my answer is Germany.

There is no other possibility than germany
and the reason is quiet simple; germany had nothing else
to fight naval combats.
Germany was the nation who tried to win against the british
empire by using the u-boat.
So all in all germany was a submarine "nation" during the war
and because of this focus it is no surprise that germany developed the best submarines like the Typ XXI "Elektro-Boot" - the first REAL u-boat.

What a dumb topic. :P The Third Reich, of course. But how are submarines related in any way to COH or EF?
How about a topic, who had the best ships of wwII, or carriers (air support), or battleships (the biggest cannons that could filp a Tiger on its side!), or best naval task force organisation?
How about a topic who wants to lick a german ass the most?  :P ::) ;D

...I like the concept of the  midget submarine. Italy had the best of these.

This is the best in WW2, not COH or EF.
