Vet 2 is probably what you need. Although I would recommend they stay with your MG, considering the fact your Mg is probably in cover too that way they cant get to close to your MG or get shot by your volks.
As I remember vet2 = orly 5% less recived dmg. To all wechrmacht infantry vet 3 = +20% HP. Even both of those bonuses wont make Volks much stronger. They will never be like Rangers (lead the way unit).

Vet 1 HP regeneration on the other hand is useful becouse it effects all 5 man. Vet 2 sight increase and 1.25 capping speed (after skirmish phase) and very low reinforce cost and blitz nades (all five man throw them) are things that make Volks usefull in non defensive actions.

It wont if you will keep running Volks into an enemy blob. MP40 work only when stationary. Its a part of a fraction desiogn. Wehrmacht in early game lacks offensive power.

there is no problem with the SU faction this time. Maybe a KVs must have a lower cost, one Panther eats 2 KV1 and one KV85, and KV tanks are do not crush hedges.
KV-85 costs 500MP. Why should it win with a Panther? Want a Panther killer? Get an IS-2. Same MP cost as a Panther.
KV-1 is better in every way than a Churchill. It will win vs a Stug or a PzIV anytime.

Stug armor is pretty resilient vs Sherman but not vice versa. Thats why you should buy the 76mm upgrade if you want to easily beat them. Otherwise just flank them or use AT gun
Stug armor is like Churchills. Its resistant too bazookas (front). 2 of them can outfight any western tank (exept Pershing). With vet2 they can effectively stand up to Ranger blobs.

But I wouldnt advice Stugs vs SU. Early AT guns, SU-85, fast and cheap T-34, heavy armored KV, IS-2 - all can beat Stugs easielly.

Cause Stug role is to counter any US early vechicles (while being weak vs infantry). Sherman is a do it all tank, not a tank destroyer.

The Falls are a CQB unit when they have the FG42, but they also give of nice Suppression so truthfully you can use it as a makeshift LMG. I don't really know what Vet to give for it, but as a Suppression unit I would give Def,Off,Def, or as a CQB unit Off, Off, Def.
Triple offensive for both units - if you resharched defensive operations (healing).

Offensive is better for long range weapons (G43, Shreck, Marder, Mortar HT, Hummel) defensive for "melee" units (MP44, IHT, PzIV, Jagdpanther).

Vechicle def vet1 grands better bonuses than def vet2 or vet3 so if you want mixed vet (for Panther, AC, ATHT) go derensive first.

PTRD does puny damage but fires fast and accurate (vs vechicles).
PTRD, Bazooka and PIAT have the same penetration tables (low pen) but PIAT has x2 penetration at medium and close ranges.
Recoiless Rifle has the best penetration but does not get any bonuses for rear armor shots and is weak vs tanks with armored skirts.
Wehrmacht Panzershreck does the most dmg, PE shreck is weaker but TankBuster squads with offensine vet bonuses do more dmg with their slightly inferior shrecks. A Wehrmacht Panzershreck in hands of a US vet 3 rifleman is the most powerfull infantry AT weapon ingame.

Here are the damage stats:
PTRD 30
Recoiless Rifle 62,5
Bazooka 75
Piat 90
PE Panzeshreck 105
Wehrmacht Panzershreck 120.

If you have a Marder being circle-strafed, does it help to position it on a road so that it turns faster? Or is the M8 just too fast?
No, roads dont increase rotation, just top speed. But it will help if the terrain around the Marder isnt flat. Check this for terrain dependent speed info:

I think gaurds are better because their RPG nades destroy heavy tanks easily but guards are more manpower so it depends on  the situation for me. I know this two Q I'm about ask are off topic and one will piss some people off.1Q can command squads get vet 3. 2Q i know what lord rommel said OSTHEER IS DONE WHEN IT'S DONE but will the update be anytime soon like the end of this month or next month plz don't rape me  with replys ):
Command squad can get vet 3 and it also gains xp from Its arti strikes so Im suprised that you even ask.
As far as I know Ostheer is still far away, far longer than 2 months. This is not only becouse Devs resources are limited but also becouse they dont want to release a buggy, unballanced fraction (like 1.00 Soviets).

Have to buy? No you dont have to buy anything.
One thing that bothers me is that I cant get any British made tanks for free and there is no Cromwell ingame (top speed 64km/h). :(
