Quick Q: Do the changes in AI in this mod extend to singleplayer enemies?

You mean the A.I. players? Certainly.

It is announced, that EF doesn't bring ANY changes to vanilla CoH in terms of units, their stats, abilities, etc. This means: vanilla factions are absolutely unaffected by the mod.
There might be some changes in the artificial intelligence (the AI opponent's style of play), though I'm not sure, what these are.

But you cant use reward units in the campaign.

I've played the Arnhem map on Market Garden(OF) and i had glitches with commandos mortar nebel teams . But all in all everything works perfect because CoH don't modify any of the existant factions so, the chance that you can play campaigns in if without problems is high (unlike other mods).

Related question: Is there a way to carry my relic campaign progress over to Eastern Front? It's annoying having to play through the campaigns again to get my medals and "205" Tiger back...

Of course, you need to go to "Documents\My Games\Company of Heroes\" then savegame folder iirc.

You will find some subfolders, each one will have the name of each mod that you have played, then you go to "savegame\Company of Heroes" subfolder and copy the campaign folder in the same path inside EF's savegame folder and that's all. You will overwrite your "achievements" by doing this: All your earned medals will be now in EF, also the Tiger will be unlocked due to Tiger Ace already been finished.

As i'm in the office, don't know if what i'm babbling is correct or if that's the correct folder, so is up to you to check it out .
