 the Ostheer were developped BEFORE the soviets.
 Their starting unit is 30x JagTigers that can capture
 flags simply by entering a sector at 500% speed!

 ... Then they figured, hey, we can't release this without
 making soviets first! So, well, they all released a collective
 sigh, and went to work... :)

 Now they're balancing soviets to make sure they don't
 wipe out the OstHeer right in the beginning despite the
 30x JTigers :)

 No, wait and see that the OstHeer don't get released
 the day before the soviets ;) This is why they won't
 work on it 'before the soviets are released'... because
 they're already done! :D
