More manageable Medic Truck

In my opinion, Zis Medic should have to lock down ala british HQ trucks in order to heal so the little bastard would stay still when I am trying to heal my mass amounts of units.

It is pretty damn powerful. Should have to be locked down to work, that way you give the Axis player a chance to destroy it.
