Victor target should be available as soon as first 25 pounder Howitzer has been built.
Actually it is available not before first priest is rolling into the field.
Interestingly 25 pounders are firing once victor target is triggered.

This way victor target is available only with RCA, not with commandos or engineers.

Afaik, Victory target works with normal brits but not with RMC. This bug has been fixed in the internal beta
