By looking at this and taking into account that NI SVT40s are Garands...NI > Guards.

Also accounting reinforce costs, original costs, and the fact that NI get two flipping epic DP28s.

Nope. Guards are still superior. You must misinterpret something. Guard SVTs > NI SVTs. DP28s are the same, but Guards can fire them on the move unlike Navals. Guards have a better arrangement of grenades and better health (And with that, better DPS Retention)

Re: DP28s I think you really should consider the Shoot-on-the-Scoot version a different type of DP28. The Stats may be the same but moving 4m GD has 1.33 =4/3  more firing power than a moving 4m Gren/MG42. What kind of suppression do DP28s and MG42's have? Is there a reduction in suppression when Shooting on the Scoot?

Major Danko takes the big one before other Squad members with eerie frequency even when snipers are not involved. I realize he is a priority target. I have often deliberately targeted multiple squads on the Major and find other squad members dying. Given his health and armor is this a bug?

Numbers, numbers, numbers: During the 6 versions of the Sov faction there have been so many Buff/Nerfs it is not surprising there are few rational numbers. At sometime during the Ostheer Beta the health/man should be normalized to be in balance with Ostheer. When dealing with 8 ticks/sec - 480 ticks /min you can safely round to the nearest rational number. To make things even easier you can round 480 to 500. The maximum error will be 4%. Close enough for government work.

Very interesting question...My initial instinct is to reply YES to that question but I don't quite know without checking corsix...and I'm on my phone :(

I think running with the LMG is not weapon related which is why I might think yes.
