or, mabye you could make it so that after buying an upgrade at the armory, new units come out with the upgrade but old units have to go back to friendly territory to initate a slow upgrade via the current CoH individual unit upgrade system. That individual upgrade would be free but take a long time.

Dont be afraid of conscripts. Conscripts do kill volks ect. when massed or with a command squad. But if you just see conscript spam, get an MG behind cover or in a building or get any sort of Anti Infantry beyond volkspam and you will own them.

Firstly. Yes, it was an AI change that limits the amount of call in units, because the AI will almost solely use call ins once they are gotten on the command tree.
Secondly, katyushas have terrible accuracy. Trust me. A hummel does much more damage then a katyusha. 2 hummels probably do more damage then 3 katyushas focus firing. 6

Their abilitys cost lots of CPs and most of their units are very underpowered without 100-300 muni upgrade

Add non-steam game select the CoH.exe file add CoH to the steam list. Then right click, launch options paste this -mod Eastern_Front -dev i think that willl add the steam overlay 10

The problem is that the soviets just have too much variety. They have good units in all catergories. But since the mod is already out, noone wants to remove units or something as drastic as that so we will just have to nerf untill the soviets are just right.

Both those powers are a bit over the top. But they have long reload times and ridiculous amount of CPs you need to invest in them. God of war doesnt to too much damage jus move units away and hope for the best for the buildings. I mean, it costs 6cp by itself not counting preceeding abiliities.
I havnt experimented much with the sturmovics but they seem like a more multipurpose luftwafe air strike. 12

Are you sure they squads actually died?
If the whole squad is not wiped out, you dont get a free squad. It makes Red Tide not really worth it tbh. rarely do whole squads of your infantry get wiped out so quickly. A few mortars might do it. 14
