That car would be okay as a scout unit and YES T-90 fulfills the same damn role but you still need to build the tank hall to gain access to it in the first place. Wehr & Americans get scout cars a tiny bit earlier.

But... my scout is a flood of conscripts anyways

This is a nice idea. Since it was basically a poorly-armored tank with a big gun it would be nice to incorporate the Lock-Down ability of the Panzer Elite. It would be like a Marder III bigger brother.
