Yeah man, exactly what I've seen is one of those 3. Once the Soviets get enough Command Points, gameplay changes to that.
I also see them drive katyushas toward me (like charging..?)
I would really like to see the Soviets continually use like a combined arms kind of thing throughout the entire game on any difficulty, and not spam a unit. It's just no fun when they keep you so excited trying to hold them off early game, but then crap out as they switch over to spam.
Playign as Soviets is very fun, because they Wehrmacht AI generally has a balanced force that poses multiple threats.

The AI simply just needs a revamp. I don't even care if they remain brutally hard to beat, just fix them so that they play the game instead of noob it up 15-20 minutes in.

I don't blame Rommel for what he fought for. Most Generals felt that they were fighting for Germany, not for Nazism. Such as Groscurth at Stalingrad. He stated after the Seige that he fought on only for Germany, and not for Hitler.
No one was able to know for sure what was happening to these "undesireables". The best that circulated through German ranks were rumors about concentration camps and such. Maybe Rommel knew about the Holocaust, maybe he didn't. Maybe he knew, but knew the best he could do would be to allow the Valkyrie plan go into action. Ideas to overthrow Hitler started in 1941, after generals recieved the illegal Barbarossa orders invloving the ,"Extreme measures against all forms of Jewry." Plans to do so didn't evolve until Hitler directly invloved himself into major military defeats, such as Stalingrad and Kursk.
The Holocaust was very well hidden from many people. People living near concentration camps were probably told that these were POWS. Why would they wish to investigate a POW camp full of Eastern European prisoners of war (supposedly)?
The Nazis did a damn good job of confusing the average German soldier of what their intentions were with Jews. Especially in Russia. They purposely rounded up Jews and Partisans and executed them both at the same time in order to cover up their operations. The term "partisan" became very loose in Russia.

I always liked Rommel. He was a brilliant tactician, suffered from supply problems, yadda yadda, but I really liked his character. He visited hospitals built for wounded British soldiers and talked to them. He also openly disagreed with Hitler and disliked the regime. Any general who disliked the regime I immediatly have respect for. That is also why I like von Manstein as well. Many even looked to Manstein to be the one to oppose Hitler and force him down from power over the Officer's staff, like how the German forces did in 1812 against the French.
I also like Zhukov myself as well, because even as Generals around him were being sacked and soldiers executed for "Counter revolutionary propaganda", or ,"Defeatism", Zhukov was still bold enough to completely disagree with Stalin and always reported the true conditions of Russia's situation, no matter how bleak at whichever point. (1941-42)
Different generals showed excellence in some areas. To say that one is overall, "the best", is hard to do. I like Rommel very much so for the Operations in Africa and tactical thinking. I like Msnstein for his Prussian military view over the army and his excellence at the strategic level. I also like Zhukov for his uncanny ability to tell Stalin that he needs to do this or that, and not whatever Stalin himself is wanting to do. Which at that time, could very well have gotten him killed.

About Ukranians, yes Ukranians very much so did not like Russian rule. Stalin starved 10-11 million people when he switched their agriculture output to industrialize their nation. Also, many White Civil war veterans came from Ukraine if I remember correctly. Many White War Vets who fought the Bolshevik party greeted the Germans as liberators.
And more about Ukrainians joining Germans, that was VERY suprisingly prevelant, especially in the Stalingrad region. Did you know that somewhere near 70,000 Hiwis (Nickname for Russians in German uniform) served in the 6th army? (meaning only 230,000 were even German) Isn't that just crazy? That's a fact from Antony Beevor's Stalingrad, good book. Alot of Ukranians were also used as POW camp guards and for the roundup of Jews as the Germans marched through Russia.
About the 2 front war, at the launch of Barbarossa, you couln't really consider the war for Germany at that point as two fronted. Only the African Theater and a small garrison in France to ward off English raids, as England was in no shape to establish itself in France again after loosing their equipment (can't load tanks, artillery, trucks ect. at beaches)at Dunqirk. Rommel was winning in Africa and Hitler had just brushed away yet another nation (Greece).
Russia was simply the ideological enemy. Had Hitler's plans gone his way, he would have went from the annexation of Austria, Czechs, Poland, to Russia. He only wanted living space in the east. And after fighting for power in the Reichstag for years against the communist party in Germany and having his party based off of the denunciation of Jews and Communists, how could he and Stalin not have an eye on eachother?
Just one more thing I wanted to add, bear with me here, =)
I always found Stalin's paranoia and distrust quite interesting. In the weeks leading up to Barbarossa, Stalin had around 80 warnings from seperate occasions about an imminent attack from Germany, alot of which came from Great Britain. Stalin disregarded these warnings time and time again, as he thought that the U.K. was making these warnings up so as to draw the Soviets into the war against Germany. He also did not trust socialist countries in general, as they all denounced communism. Even after the Soviet Delegate in Germany sent a pamphlet back to Moscow containing phrases in russian for German soldiers to memorize, such as," Are you a communist", and," Where is the collective farm chairman?", and "I'll shoot!", Stalin still did not find them credible, figuring these were part of England's deception plan. Even 3 months into the Invasion, when a German armored column was spotted heading towards Smolensk by a recon plan, Stalin did not beleive the Germans could have broken through that far so quickly, and sent another plan out. After the second pilot confirmed the sighting, Stalin sent yet ANOTHER plan out to confirm it again.
Thanks for reading if you read that far, if you didn't, there's some pretty interesting stuff in there.

New thing I just found, easy AI spams partisans instead of kats.

One thing that was weird though, was while playing a 3 on 3 on Seelow, (after getting nearly pummeled into the ground) 2/3 Russian AI commenced on building purely a Katyusha army. They were both on normal, but one AI I decided to put on easy to not get steamrolled as easily. After we were outside their bases, I did see the easy AI still producing infantry and such, and he did not use Kats.
I'll have to investigate that farther, as he may have not even reached enough command points for kats yet. This problem really is game crippling though against AI

It's not necessarily that I want improved AI, as much as I just want them to not throw the game out the window and seemingly lose on purpose.
But is that Mod any good?

Hi, I don't know about you guys, but after playing the Soviet AI, I notice a severe problem. After extensive fighting (if you can survive that long, ) the Soviets seem to always pick Propaganda Doctrine and spam Katyushas. And I mean spam to the point where they only buy Katyushas. It effectively ruins the game. They basically stop playing and allow you to steam roll them as they only build katyushas. Here were the circumstances for my observations: I played normal AI as Wehr, and all on the new Eastern front maps. I've seen them do this roughly 5-6 times now.
