something that annoys me

when i place roads or rubble, a shit load of stones and little peices of rubble appear on it. btw im talking about splats.

First of all, what do you want to tell us with this topic or what are we supposed to answer? What you see there are DirectX10 objects which spawn on specific terrain. If the ground texture is for example grass, little flowers and stones will spawn, pieces of concrete on concrete ground and so on. It's there to make the ground a little more beautiful, not to annoy you.

You can also deactivate it by not using DX10

        the thing that annoys me is that there are so many close next to each other. i think there is at least 20-30 on each splat

Correct.
@Mattdamon07: Place the attached file in your COH folder, remember to create a backup of the original SPdevices.lua. It loads the old DirectX9 files instead of DX10 ones. It also speeds the WB, especially the hightmapping tool, up by a lot.
Note that also your game will run in DX9 mode, to change that, just switch to the old file.
